Pat-down searches

In January, S-L Security was called to a classroom because of a wallet missing from a girls purse. Security, male and female, searched everyone is class, including backpacks and each purse. The ACLU indicated in their letter that the students were frisked and patted down. That part I am not sure. I know S-L Security feels they have the right to do this, but I am not sure. My feeling is a need for suspicion before the search. Would a judge issue a warrant? I think not, but ......... Has this issue come up with MASSP that I can find some written opinions?
