APPEALS COURT THROWS OUT SEARCH BY SCHOOL OFFICIAL
A divided Court of Appeals panel threw out the search of a high school student's truck conducted by a school official and based solely on an anonymous tip, saying the search was unconstitutional.
The dissenting judge, in People v. Perreault (COA docket No. 288540) argued that the standards for a search by a school official of a student's property while it is on school property are less than those of a police officer. While a police officer might need to have probable cause to conduct the search, a school official need only have a reasonable suspicion, dissenting Judge Peter O'Connell wrote.
But Judge Alton Davis, joined by Judge Michael Talbot, said who conducts the search does not relieve the official of acting on more than a mere anonymous tip.

NGA Center, CCSSO Release First Official Public Draft of the College- and Career-Readiness Standards
WASHINGTON—The National Governors Association Center for Best Practices (NGA Center) and the Council of Chief State School Officers (CCSSO) today released the first official public draft of the college- and career-readiness standards in English-language arts and mathematics as part of the Common Core State Standards Initiative, a process being led by governors and chief state school officers in 51 states and territories. These standards define the knowledge and skills students should have to succeed in entry-level, credit-bearing, academic college courses and in workforce training programs.

Purpose
Michigan Could Guide National Education Standards
As a majority of states begin work on national education standards, Michigan could provide a model for that final product, Department of Education officials told Gongwer News Service.
Michigan is one of the 46 states and Washington, D.C., signed on to develop national core content standards for particularly reading and math for K-12 students. But in addition to having officials attending the work sessions on the project, Michigan will also benefit from having just developed its own standards, said spokesperson Jan Ellis.
"When Michigan set its standards, they were reviewed by many of the same groups developing the common core," Ms. Ellis said. "Michigan's a unique leader in that sense. We will likely be a model for other states to follow."
