Don't Bargain on It: Prohibited Subjects of Bargaining
In 1994, the Michigan Legislature enacted Public Act 112. PA 112 amended the Public Employment Relations Act (PERA) by putting more teeth into the longstanding ban on strikes and by delineating prohibited subjects of bargaining. While wages, hours, and working conditions remain mandatory subjects of bargaining, the prohibited subjects are:
